WORK STUDY SESSION <br />o Create trail linkages and staging areas to increase public <br />access and links to other City, County and State open space <br />resources and expand concessions to increase recreation <br />opportunities for residents and visitors <br />o Increase use of the Santa Ana River as a non -motor <br />transportation system, promoting its status as a National <br />Recreational Trail and enhancing the multiple uses of the River <br />Trail <br />• Ensure that future City projects and policies incorporate the <br />goals of the Santa Ana River Vision Plan <br />• Ensure long -term preservation and maintenance of Santa Ana <br />River open space improvements <br />• Identify opportunities to restore water to the Santa Ana River <br />and to incorporate water features into open space areas along <br />the Santa Ana River <br />Following staff presentation, Orange County Supervisor Lou Correa <br />addressed the Council in support of the efforts of the Santa Ana River <br />Task Force and the vision plan; Pat McGuigan also addressed the Council <br />in support of the plan. Council discussion ensued. Councilmembers <br />asked staff to seek grant funding to improve trail and habitat opportunities <br />along the Santa Ana River, and further suggested that staff work with <br />various agencies to seek additional opportunities to implement the vision <br />plan. Councilmember Garcia asked that this matter be placed on the <br />August 7, 2006 Council Agenda, so that the staff presentation may be <br />viewed on Channel 3. <br />W.S.B. Overview of proposed Pre -Sale Inspection Program for single family <br />homes — Planning and Building Agency <br />Staff Report by Jay Trevino, Director of the Planning and Building Agency. <br />Highlights of this presentation are as follows: <br />Program objectives are to disclose property deficiencies for one and <br />two family dwellings prior to sale and also to pursue compliance <br />Program focused on illegal uses, illegal construction activity and <br />hazardous or life safety conditions <br />Scope of inspections: <br />• Covers all structures and property grounds <br />• Includes a review of planning, zoning and building records <br />• Will not hold up the transfer or sale of the property <br />• Provides the property owner /authorizing agent with a package <br />containing a copy of property records, summary of property <br />inspection results, and certificate indicating compliance with <br />City's pre -sale inspection program <br />Program provides for scheduled inspections at the convenience of <br />applicants <br />CITY COUNCIL MINUTES 242 JULY 17, 2006 <br />
