RECESSED TO COMMUNITY REDEVELOPMENT AGENCY - 6:25 P.M. <br /> <br />RECONVENED - 6:34 P.M. - All Councilmembers present <br /> <br />WORK STUDY SESSION <br /> <br />CAPITAL IMPROVEMENT BUDGET <br /> <br />Executive Assistant to the City Manager Francisco Gutierrez noted the agenda for the Work <br />Study session included: 1995-96 Budget Recap, Issue Bin items, the Capital Improvement Plan, <br />and Next Steps in the budget process. He briefly reviewed expenditure, personnel, and <br />miscellaneous fee proposals needed to balance the approximately $125 million General Fund <br />Budget. <br /> <br />Police Chief Paul Walters and Captains Peter Jensen and Bruce Carlson explained the rationale of <br />the proposed fees relating to a Rotational Towing Company List, Mandated Business Security <br />Inspections, and Child Fingerprinting, noting the fees were primarily aimed at cost recovery. <br /> <br />Transportation Manager Joyce Amerson previewed the items to be presented under the Capital <br />Improvement Program (CIP) presentation including: Issue Bin Update, Interstate-5 Remnant <br />Parcels and Landscaping, Bankruptcy Impacts, FY 90/91-94/95 CIP and Funding Allocation <br />Summaries, FY 95/96 CIP Projects, and Capital Project Challenges. <br /> <br />Mayor Pro Tem Richardson requested that the CIP category on "Alleys" in the Issue Bin list be <br />scheduled for further discussion at a future date. <br /> <br />Transportation Analyst Manuel Gomez presented several charts depicting remnant parcels from <br />the Interstate-5 widening and landscaped intersections along the reconfigured freeway. He <br />explained staff would complete its review of all the parcels by the end of July and forward a <br />landscaping plan to CalTrans in September, noting the City hoped to upgrade some of the site <br />landscaping from the river rock-oleander-chain link fencing model commonly provided by <br />CalTrans. <br /> <br />Councilmembers urged special attention be given to the west side of the 1-5 freeway at Penn Way, <br />the Main Street freeway on-ramp, a parcel by First Street and Buffalo, and the First <br />Street/Mabury intersection. Councilmember Moreno suggested txvo parcels at the end of <br />Linwood be combined to permit a garage access. Councilmember Mills suggested staff move as <br />expeditiously as possible to rezone properties where appropriate. <br /> <br />Amerson reviewed the impacts of the Orange County bankruptcy on the City's CIP projects, <br />noting in particular the loss of water capital funds had resulted in an indefinite postponement of <br />the Phase II Garthe Reservoir expansion and major decreases to several planned street <br />rehabilitations, the slurry seal program, and the proposed Recreation Facility headquarters. <br /> <br />Amerson continued with a summary of CIP projects from 1990-1995, explaining that due to <br />decreased funding, staff would not be able to continue its aggressive elimination of deferred <br />maintenance but would be confined to provision of basic services.
