allocations from FY 91/92 through FY95/96 by major funding sources including: tax increment, <br />Community Development Block Grant (CDBG) funds, Gas Tax, and Measure M tax funds. <br /> <br />In response to Councilmember Moreno's inquiry, City Manager David Ream indicated he would <br />provide Council with a 7-year summary of tax increment receipts and expenditures. <br /> <br />Gomez then detailed FY 95/96 CIP projects by major category including: neighborhood, arterial, <br />traffic, infrastructure, city facilities, and park improvements, and responded to Councilmembers' <br />questions. <br /> <br />Councilmember Mills requested staffinclude prior-approved funding of $30,000 for playground <br />equipment at Jack Fisher Park in the improvements list, and solicit the Santiago Park <br />Neighborhood endorsement of the bike trail project adjacent to that neighborhood. <br /> <br />In response to Maria Woods, spokesperson from the Delhi Neighborhood, City Manager Ream <br />explained the Council was scheduled to approve the Delhi Park conceptual plan on June 5, 1995, <br />after which an RFP would be issued for an architect to prepare the working dra~vings, and the <br />City was committed to starting the project in December 1995. Councilmember Moreno urged <br />staff to expedite the project by preparing the RFP, pending Council approval, for release on June <br />6, 1995. <br /> <br />Amerson concluded the CIP presentation by outlining capital project challenges which included <br />funding strategies for water capital projects such as the Garthe Reservoir Phase II, Interstate-5 <br />landscaping, remodeling of the existing Police facility, and matching funds for the Bristol Street <br />widening project. <br /> <br />Gutierrez noted the public hearing on the annual City budget was set for June 5, 1995. <br /> <br />Councilmember Mills requested staff investigate a citizen complaint regarding a $21 charge for a <br />2-page Police report. <br /> <br />COMMENTS <br /> <br />90.A. <br /> <br />PUBLIC COIVflViENTS <br /> <br />Ron Cooke, speaking on behalf of the Emerald Terrace Townhome Association, requested the <br />City Council remove the parking meters on the streets around the complex. The Mayor indicated <br />a staff member from the Council Support office would investigate. <br /> <br />CLOSED SESSION <br /> <br />The Brown Act permits the City Council to discuss certain matters without members of the public <br />being present, provided the items to be discussed are posted 72 hours prior to the City Council <br />meeting.
