<br />3. RFP Development. GFOA knows that governments can utilize a rapid RFP development <br />approach at significantly less cost and government staff effort than often employed by traditional <br />consultants. We will embed in the RFP your functional (e.g., ABC/ABM) and technological <br />(e.g., workflow, web-enablement) goals. The RFP will also include an interfaces attachment that <br />will describe the City's existing third party systems that will work with the ERP solution. In <br />addition, GFOA will add sections of the RFP, such as provision of desired technology <br />infrastructure and vendor references. <br /> <br />We will work with the City to create an RFP, which will illicit proposals that can be easily <br />understood and analyzed. Too often, when proposals are received, it is difficult to make an <br />'apples to apples' comparison of costs or even to make a basic comparison of cost proposals. We <br />will provide you with a matrix that will significantly improve the ability to compare software and <br />implementation service costs and staffing requirements. <br /> <br />The City's main role during this step is to facilitate the GFOA process by providing City <br />boilerplate terms and conditions that must be included in the RFP and conveying any other <br />pertinent procurement policies and procedures. Phase II begins when the RFP is released and ends after the completion of <br />deliverables and when two vendors are identified for competitive negotiations. <br /> <br />GFOA's methodology during System Selection is one of elevation rather than elimination <br />through the various phases. The City will be expected to elevate no more than three vendors <br />(from all qualified proposals received) to the Software Demonstration phase. The City will then <br />be expected to elevate no more than two vendors to the Discovery and Contract Negotiation <br />phase. <br /> <br />The City will need to identify a core evaluation team to assist GFOA in Phase II activities. <br />Proposal evaluation teams are usually cross-functional with representation from all key areas <br />(Finance, HR, IT, Purchasing, etc.) within the City.
