(

Thomas Land Clearing Co. City of Santa Ana
March 17, 2006 Demolition Services
Our firm had repeated demolition and land clearing assigmnents throughout Orange County
since 1987. Our clients, both governmental and private sector, benefit from our central location
in Long Beach where we can economically, efficiently, and rapidly mobilize to serve the need of
our clients on indefinite delivery and basic ordering agreement type contracts that require rapid
mobilization and implementation - such as is sought this procurement for the City of Santa
Ana.

As for all of the firm's significant contracts, Mr. Thomas will serve as the primary Point of
Contact between TLC and the City of Santa Ana. This will assure you that top management of
the firm will be personally involved in the delivery of outstanding services throughout the
contract term. With our supporting key personnel and resources, we are confident in our ability
to meet or exceed all requirements of this contract.

2.2 GENERAL DISCRIPTION OF THE FIRM'S FINANCIAL CONDITION

TLC is a financially mature and stable corporate organization with long-term fmancial
relationships with multiple financial institutions and bonding organizations. The overall
financial strength of our firm is reflected by our consistent ability to guarantee and bond our
projects - at levels approaching $ 10,000,000.00.

Our bonding company, with whom we have had a six year relationship, is:

Preferred Bonding & Insurance Services
1800 McCollum Street
Los Angeles, Ca. 90026
Telephone: (323) 663-7814 Fax: (323) 663-7834

(

2.3 EXPERIENCE IN WORKING WITH GOVERNMENT AGENCIES

While the demolition of structures and associated clearing activities are highly regulated and
controlled activities at virtually any geographic location, this regulation is especially true within
the Southem California working environment. From project pre-construction and permitting
stages through fmal close-out, TLC has, over our long term corporate history, had multiple
opportunities to interact with the myriad of public agencies, departments, and governmental
subdivisions that oversee or may have an impact upon actual operational aspects of any
demolition or clearing activity. Our relationships with these entities are long-standing and will
greatly assist us in providing timely and efficient execution of any work issued under this
contract.

'=

Page 5
