3. MISCELLANEOUS FEE <br />Staff presen#ed the miscellaneous fees modifications and new fees being <br />proposed in Parks, Recreation and Community Services Agency for FY <br />2006/07. All of the city's miscellaneous fees will be increased by the CPI <br />increase of 5.3 percent. Three fees are being modified: 1) Swim Lesson Fee <br />(based on comparable rates with surrounding cities); 2) Youth Sporting Fee <br />(to establish a resident rate for youth organizations using the stadium) and 3) <br />Adult Sporting Fee (to establish a resident rate for adult organizations using <br />the stadium). Six new fees are being proposed in FY 2006/07: 1) a fee for the <br />small meeting room at Salgado Center; 2) a fee for use of Hector Godinez <br />High School Joint Use Facilities; 3) a fee for Swim Team training at 5 pools, <br />4) a Stadium rental fee for the new synthetic turf field, 5) anon-resident rate <br />for use of the Dan Young Soccer Field, and 6) a fee for use of the Stadium <br />Concession building. <br />4. SOCCER SURCHARGE <br />• Staff indicated in FY 2002/03 the city established a soccer surcharge of $1.00 <br />per player to all adult soccer organizations that reserve soccer fields in the <br />City. The surcharge was established to pay for the installation of syntheticturf <br />at the Dan Young Soccer Complex. <br />Two synthetic turf fields have been installed at the Dan Young Soccer <br />Complex and the city will be constructing another synthetic turf field at the SA <br />Stadium in January 2007. All three fields were constructed with grant funding, <br />CDBG funds and/or Park Acquisition and Development Funds. None of the <br />surcharge funding was used and staff estimates $149,787 will be collected by <br />the end of FY 2006/07. <br />The continuation of the surcharge is needed as matching funds to complete <br />the two remaining fields at the Dan Young Soccer Complex and to provide the <br />necessary funding to replace the existing fields in 8 to 10 years. <br />5. NAMING OF PARK SITE <br />• Staff explained that the process for naming city facilities was presented to the <br />Saddleback View Neighborhood Association. After considering the policy <br />guidelines the neighborhood association offered six suggestions for the new <br />park name at Patricia Lane: <br />1) Saddleback View Park <br />2) Patricia Lane Park <br />3) Los Nino Park <br />4) Phillip & Jessie Guajardo Park <br />5) Ted Moreno Park <br />6) Desi Reyes Park <br />Park Development Recreation Programs 2 April 18, 2006 <br />and Education Partnerships <br />City Council Committee -Minutes <br />13B-9 <br />
