<br />bk::8/15/06 <br /> <br />RESOLUTION NO. 2006-054 <br /> <br />THE RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA ESTABLISHING THE LOGAN PERMIT <br />PARKING DISTRICT <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />Section 1. The City Council of the City of Santa Ana hereby, finds, determines <br />and declares as follows: <br /> <br />A. Section 22507 of the Vehicle Code of the State of California authorizes a <br />city to prohibit stopping, parking or standing of vehicles on certain streets <br />and to establish a permit system exempting residents, merchants and <br />guests from the prohibition. <br /> <br />B. Pursuant to Article XI (commencing with Section 36-480) of Chapter 36 of <br />the Santa Ana Municipal Code, (hereinafter "the Code"), the City Council <br />of the City of Santa Ana is authorized to adopt a resolution establishing <br />Permit Parking Districts wherein parking restrictions apply to all vehicles <br />except vehicles which have been issued parking permits pursuant to said <br />Article. <br /> <br />C. The Council finds and determines that due to conflicting land use, the <br />Logan Neighborhood is in need of a Permit Parking District in order to <br />protect neighborhood integrity against excessive on-street parking by non- <br />resident employees of area establishments. <br /> <br />D. Section 36-482 of the Code provides an optional procedure by which that <br />parking restrictions imposed pursuant to a resolution establishing a permit <br />parking district shall apply to any block within the permit parking district <br />only after a petition signed by the owners of sixty-six (66) per cent or more <br />of the residential lots abutting such block is filed. In this instance, the City <br />Council has determined to vest the decision to establish permit parking <br />within any block in the Logan Permit Parking District to the Executive <br />Director of the Public Works Agency, who shall treat any such petition as <br />informational to be supplemented by additional study and information as is <br />necessary. <br /> <br />Section 2. The Logan Permit Parking District is hereby established, to consist <br />of that area of the City of Santa Ana generally bounded on the southwest by Penn Way <br />and Poinsettia Street, on the south by Fourth Street, on the east by the A.T. & SF <br />Railroad and Lincoln Avenue, and on the northeast by the Santa Ana Freeway, as more <br /> <br />Resolution No. 2006-054 <br />Page 1 of 4 <br />
