NO. 06-126) <br /> <br />OJ fI (JC~- <br /> <br />CITY MANAGER <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 151 Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Award a contract to Tribalco to furnish all labor, materials and equipment <br />to install a mobile computer system in police department vehicles based <br />upon the City of Garden Grove's contract for mobile computer system in an <br />amount not to exceed $1,000,000. <br /> <br />DISCUSSION <br /> <br />On August 16, 2004, the City Council accepted a $15 million Urban Area <br />Security Initiative grant from the federal Department of Homeland <br />Security, through the State of California, Office of Homeland Security. <br />This initiative was designed to enhance the domestic preparedness of urban <br />areas by ensuring that all emergency first responders have adequate <br />equipment and systems to prevent, respond to and recover from acts of <br />terrorism. The grant provides total reimbursement to local agencies for <br />equipment purchases approved and authorized by the Office of Disaster <br />Preparedness. <br /> <br />A consortium of 19 Orange County jurisdictions makes up the UASI Santa Ana <br />Urban Area, with the City of Santa Ana the lead agency. An objective of <br />the consortium is to improve communications between first responders <br />during an emergency. A prior UASI proj ect was the installation of <br />wireless computers, including a 4.9 GHz "air" card for data sharing in <br />Santa Ana Fire vehicles. This system, called a mobile data computer, <br />allows responders to share data with Fire stations throughout the Santa <br />Ana Urban Area. <br /> <br />Police vehicles throughout the Urban Area are also equipped with wireless <br />computers that can share data with each other and police command centers. <br />The goal of this project is to install new mobile data computers, equipped <br />with the 4. 9GHz air cards into police vehicles, developing a regional <br />wireless mobile ad hoc public safety network. This mobile ad hoc network <br />will permit first responders, both police and fire, to exchange data, <br />including documents, maps, photographs and videos across disciplines. <br /> <br />22F-1 <br /> <br />
