<br />Exhibit A <br />S1-V-07 <br /> <br />GENERAL PROGRAM REQUIREMENTS <br />RECENTLY SEPARATED VETERANS GRANT <br /> <br />Contractor: City of Santa Ana/Santa Ana Workforce Inyestment Board <br /> <br />1. Project Summary: <br /> <br />A. These General Program Requirements haye been designed to provide the framework <br />wherein the One-Stop Center(s) will proYide or will coordinate the provision of services <br />for the Orange County One-Stop System. <br /> <br />B. Contractor agrees to comply, remain informed, and deliver services consistent with the <br />proYisions of WIA, Orange County Workforce Inyestment Board (OCWIB) Policy, <br />Orange County Workforce Inyestment Area's Strategic Five-Year Plan, the California <br />Education Code, the Rehabilitation Act, negotiated Memoranda of Understanding, Title <br />V of the Older Americans Act, federal and state governance documents and/or any <br />other appropriate statutes or requirements, related to the services proYided in this <br />Agreement. <br /> <br />C. Where local policy has not been set, Contractor agrees to adhere to state or federal <br />policy, as appropriate. <br /> <br />D. Goyernance References <br /> <br />1. Workforce Inyestment Act <br /> <br />a. Workforce Inyestment Act of 1998 <br /> <br />b. Department of Labor, Employment and Training Administration, 20 CFR Part <br />652 et al. - Workforce Inyestment Act; Final Rules The Regulations define <br />the One-Stop Delivery System as: <br /> <br />A system under which entities responsible for administering <br />separate workforce inyestment, educational and other human <br />resource programs and funding streams (referred to as One- <br />Stop partners) collaborate to create a seamless system of <br />service deliyery that will enhance access to the programs' <br />services and improye long-term employment outcomes for <br />indiyiduals receiying assistance. <br />(20 CFR, PART652,1662.100) <br /> <br />c. Information Bulletins, Directiyes and any other federal and state guidance <br />documents pertaining to the WIA <br /> <br />d. Actions, directiyes, and policy and procedures issued by the Orange County <br />Workforce Inyestment Board or staff releyant to this contract, specifically MIS <br />Policies and Procedures, Monitoring Guide Policy and Procedure, Audit <br />Requirements Policy and Procedure and Selectiye Service Policy and <br />Procedure. <br /> <br />Page 1 <br />
