Highlights of this presentation are as follows: <br />. NICE committee held several sessions to discuss the issues <br />. NICE committee reviewed approaches in other communities, conferred <br />with the Grocers Association and met with affected merchants <br />. The problem is not just grocery carts but includes other merchants <br />groups <br />. Carts are abandoned throughout the City <br />. Once abandoned by commercial patrons, carts can be picked up by <br />transients or others <br />. Abandoned and misused carts create negative impression, leads to the <br />impression that things are "out of control", and affects ability to attract <br />and maintain residents, businesses <br />. Expense of cart retrieval borne by the City <br />. Potential safety concerns with children when they ride or play in carts <br />. Carts are abandoned in the neighborhoods <br />.
