D. info on each cart <br />o Cart removal warning signs <br />o Retrieval within 24 hours <br />o Administrative fines for non-compliance <br />. The City of Buena Park ordinance has the following conditions: <br />o Cart containment Plan <br />. A sign is affixed to each cart that identifies the owner of <br />the cart or the retailer or both, notifies the public that <br />unauthorized removal of a cart or possession of a cart is <br />a violation, and, lists a valid phone number or address for <br />the return of a cart <br />o Physical measures <br />. Disabling devices installed & maintained on carts <br />. Security Guards <br />. Confining carts to inside building unless accompanied by <br />an employee <br />. Bollards and chains to prevent removal from premises <br />. Security deposit by customer for cart use <br />. Santa Ana reguiations should have two components: containment and <br />provisions for cart retrieval by merchants <br />. For maximum flexibility, merchants should be required to submit a plan <br />for both containing and retrieving carts <br />. Containment options include: security personnel, physical construction <br />barriers, electronic locking system, and, carts restricted to in-store use <br />. Retrieval plan will require that carts have contact name/number of <br />each merchant; contact name/number for retrieval contractor <br />.
