<br />WORK STUDY SESSION <br /> <br />. Other considerations: <br />o Deposit system <br />o Creating other ways for patrons to transport merchandise <br />o Labeling carts <br />o Requiring new businesses to install and or implement <br />containmenVretrieval plans <br />o Timeframes for compliance <br />. After Council direction staff will develop procedures for submitting cart <br />containmenVretrieval plans, potential fees to offset staff time; and other <br />administrative procedures <br /> <br />Following the staff presentation several individuals addressed Council <br />supporting implementation of an ordinance to regulate use of shopping <br />carts. Speakers noted that the presence of shopping carts in the <br />residential neighborhoods not only creates blight, but also creates a <br />potential safety concern if children are allowed to ride in the carts. The <br />following residents addressed this issue: Mary Guzman, Mark Guzman, <br />George Collins, Bruce Smith, Tim Rush, Steve McGuigan, Debbie <br />McEwen, Julie Stroud, Glen Stroud, Dave Hoen, Judy Edge, Vicky <br />Yamamoto, and Tish Leon. <br /> <br />Steve Garcia, representing Superior Warehouse, and Joe Cabrera <br />representing Northgate Markets supported an ordinance which would <br />assist vendors in containing shopping carts on store premises. <br /> <br />Council discussion ensued and all members expressed the need for an <br />ordinance that aggressively addresses the issues of cart containment and <br />retrieval. Councilmembers requested that the Neighborhood Improvement <br />and Code Enforcement Council Committee consider the suggestions <br />made by residents and the Council, and develop language for a new <br />ordinance. <br /> <br />COMMENTS <br /> <br />90A PUBLIC COMMENTS <br /> <br />Steve McGuigan noted that the City needed to review the vending <br />machine ordinance and amend what needs to be changed so that we can <br />implement vending regulations right away. <br /> <br />Pat McGuigan thanked the Council for considering the shopping cart <br />ordinance.
