REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />CLERK OF COUNCIL USE ONLY: <br />SEPTEMBER 18, 2006 <br />TITLE: <br />CONDITIONAL USE PERMIT NO. 2006-11 <br />AND VARIANCE NOS. 2006-03, 2006-04 <br />AND 2006-05 TO REDUCE LANDSCAPE AND <br />PARKING STANDARDS AND CONSTRUCT A <br />STARBUCKS WITH DRIVE-THROUGH <br />SERVICES AT 2303 SOUTH BRISTOL <br />STREET - NEWMARK MERRILL, APPLICANT <br />~' --._.. <br />CITY MANAGER <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15t Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Receive and file the staff report approving Conditional Use Permit No. <br />2006-11 as conditioned, Variance No. 2006-03 as conditioned, Variance No. <br />2006-04 as conditioned and Variance No. 2006-05 as conditioned. <br />PLANNING COMMISSION ACTION <br />On August 28, 2006, the Planning Commission adopted a resolution <br />approving Conditional Use Permit No. 2006-11 as conditioned, Variance No. <br />2006-03 as conditioned, Variance No. 2006-04 as conditioned and Variance <br />No. 2006-05 as conditioned by a vote of 7:0 to reduce landscape and <br />parking standards and construct a Starbucks with drive-through services <br />in the General Commercial (C-2) zoning district at 2303 South Bristol <br />Street. The Planning Commission added project conditions that all <br />driveway pavement treatments for the shopping center match the new <br />decorative driveway entrance/exit pavement proposed for the new project <br />construction and a separate condition that the applicant add additional <br />trees and landscaping to the shopping center parking lot without reducing <br />the number of parking spaces (Exhibit A). <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />Jay M.
