REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 2, 2006 <br />TITLE: <br />WORKFORCE INVESTMENT ACT PLAN <br />MODIFICATION FOR FISCAL YEAR 2006- <br />07 <br />~~ <br />~~ <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1S' Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Approve the Workforce Investment Act Annual Plan Modification for Fiscal <br />Year 2006-07 and authorize its submittal to the State of California <br />Workforce Investment Board. <br />WORKFORCE INVESMENT BOARD RECOMMENDATION <br />Recommended that the City Council approve the Workforce Investment Act <br />Annual Plan Modification for Fiscal Year 2006-07 and authorize its <br />submittal to the State of California Workforce Investment Board. <br />By a vote of 19:0 (Conrad, de Leon, Kanda, Korthuis, Lacroix, Lewis, Lin, <br />Meza, Notch, Ortega, Wadhera, Zarate-Cervantes absent) at its Special <br />Meeting of September 18, 2006. <br />DISCUSSION <br />The Workforce Investment Act (WIA) of 1998 provides funds to Local <br />Workforce Investment Areas (LWIA) to operate job-training programs <br />allowable under the Act for adults, dislocated workers, and youth meeting <br />specific criteria as outlined in the Act. The City of Santa Ana was <br />designated as a LWIA and administrative entity, on January 28, 2000 by <br />the State Workforce Investment Board. Santa Ana has received WIA funds <br />to operate job-training programs yearly since July 1, 2000. <br />The State Workforce Investment Board requires each Local Workforce <br />Investment Area to submit a modification of its local plan (Exhibit 1) to <br />the State for review and approval in order to receive funding for that <br />fiscal year. The Annual Plan modification incorporates new State Board <br />requirements, documents any substantial changes in the LWIA and <br />identifies the fund utilization and participant services plans for the <br />19D-1 <br />
