ORDINANCES SECOND READING <br /> <br />ll.A. <br /> <br />CONDITIONAL USE PERMIT FOR CARE HOMES - HISTORIC FRENCH <br />PARK - SPECIFIC DEVELOPMENT DISTRICT 19 <br /> <br />(Placed on first reading on July 1, 1996 by a 7/0 vote) <br /> <br />Published in the Orange County Reporter on July 5, 1996 <br /> <br />In view of Councilmember Esp~noza's and Moreno's standing policy of not voting outside of <br />Council Chambers, Chairman McGuigan directed the Clerk of the Council to place the following <br />ordinance on the August 5 Council Agenda since there would be insufficient votes to take action <br />on the item (a minimum of four votes are required for any action of the Council): <br /> <br />ORDINANCE NS-2295 - An ordinance of the City of Santa Ana amending Specific <br />Development Plan No. 19 to allow care homes in the French Park Historic District <br />subject to the issuance of a conditional use permit - Planning and Building Agency <br /> FILE CA <br /> <br />WORK STUDY SESSION <br /> <br />MAIN STREET CORRIDOR DEVELOPMENT <br /> <br />Community Development Agency Executive Director Cindy Nelson explained staff's discussion <br />at this session would focus on parking in the Mid-Town area of Main Street. <br /> <br />Downtown Development Manager Roger Kooi outlined the boundaries of the three major <br />subdistricts of the Mid-Town Main Street area (Civic Center, Financial, and Community <br />Commercial) and indicated he would present staff's recommendations and discuss parking and <br />related issues by district. He explained that parking involved three elements: .Municipal Code <br />regulations, lender requirements, and individual business needs. <br /> <br />In the Civic Center District (Civic Center Drive to 10th Street), Kooi explained staff was <br />recommending either sufficient Cede-required on-site parking, or payment of an in lieu fee <br />($600/space/year) to substitute for required parking spaces, or a combination of both on-site <br />parking and in lieu fees. He detailed the benefits to businesses of using in lieu payments and <br />further noted a number of businesses in the Mid-Town area were exploring establishment of a <br />parking assessment district. <br /> <br />In the Financial District, Kooi stated staff was recommending a similar policy of on-site, in lieu, <br />or a combination of both elements.
