Kooi additionally reviewed an Action Plan to establish the in lieu parking fee, payment and <br />collection process, related the history of Parking Assessment District No. 246, and responded to <br />Councilmembers' questions. <br /> <br />RECESS - 6:59 P.M.-7:08 P.M. <br /> <br />Councilmember Mills left the meeting at 7:00 p.m. <br /> <br />URBAN RAIL CORRIDOR INVESTMENT STUDY <br /> <br />Orange County Transportation Authority Director of External Affairs Bill Hodge briefed the <br />Council on the Authority's plan for traffic improvements as a result of the passage of Measure M, <br />the 1% sales tax for transportation projects. He indicated that originally the Authority planned <br />to concentrate on freeways for the first 10 years and rail transportation the second 10 years, but <br />that in order to qualify for federal transportation funding that would shortly be available, the <br />Authority was soliciting input regarding a number of alternatives involving both freeway and rail <br />construction. Hodge outlined the schedule leading to adoption of a Corridor Plan in November <br />and requested the Council provide feedback to the Authority in August. <br /> <br />David Levinson from PBQ&D, a traffic engineering consulting firm, outlined the components of <br />six alternatives for a traffic corridor running from Fullerton to Irvine, discussed such issues as <br />number of daily trips and construction and maintenance costs, and responded to Councilmembers' <br />questions. He noted that an elevated system would cost $60 million per mile while an <br />underground rail system would cost more than twice as much ($150 million per mile). <br /> <br />Councilmember Moreno suggested widening streets would be preferable to installing a rail system. <br /> <br />Jim Kendrick, from the French Park neighborhood, registered his preference for light rail as <br />opposed to a heavy rail system and expressed concern that an elevated system would deface <br />historic buildings. <br /> <br />CLOSED SESSION <br /> <br />The Brown Act permits the City Council to discuss certain matters without members of the public <br />present, provided the items to be discussed are posted 72 hours prior to the City Council meeting. <br />The following items were received for the July 15, 1996 Closed Session. <br /> <br />95.A.
