Main Street Corridor. She reported staff would bring implementation actions for the North/Main <br />Place area to the Council in September and for the Mid-Town area in October. <br /> <br />Associate Planner Larry Yenglin described Main Street between First and Warner as a narrow <br />linear commercial strip approximately ½ block wide on each side. He showed slides of the area <br />and of such commercial areas as Melrose and Abbott Kinney in Los Angeles and Main Street in <br />Santa Monica that have similar physical characteristics to this segment of Main Street. <br /> <br />Redevelopment Project Manager Vicki Uehli provided a historic overview of the South Main <br />Redevelopment Project Area between 1982 and 1996, and described staWs attempts to develop <br />the commercial viability of the district through such mechanisms as a facade improvement <br />program, installation of public parking lots, and the realignment of the McFadden/Main <br />intersection. Uehli noted numerous driveway aprons and in-ground water meters constrained <br />landscaping improvements in this area. <br /> <br />Yenglin indicated the overall strategy was to retain Main Street's character while encouraging <br />development through changes to the Zoning Code. He discussed amendments to reduce frontage, <br />lot size, and setback requirements and standardize signage that would be brought to Council for <br />consideration by the end of the year. Uehli reported staff planned to ask for Council approval ora <br />consultant to prepare a streetscape plan for the entire corridor in October. <br /> <br />Councilmembers briefly discussed how to encourage the business community to take a more <br />active role in development of the area. Councilmember Moreno expressed concern regarding <br />lowering of development standards. <br /> <br />Senior Planner Linda Hale outlined the boundaries of the South Main Industrial District (both <br />sides of Main Street from Warner to Columbine) and showed slides demonstrating the District's <br />mixed uses. She presented a long-term vision of the District as an area of industrial uses with <br />potential for future development, discussed development opportunities and constraints, and <br />commented that a transition plan and time line for the district were in process. Hale reported two <br />rezoning actions for the area would be forwarded to the Council in September. <br /> <br />Hale then showed slides of the South Main District Center (Main between Columbine and the <br />south City limits) and explained this area was envisioned as a regional 18-hour commercial <br />activity center. She discussed development opportunities and constraints, and reported that the <br />Master Plan for the area was likely to be revised in the near future. <br /> <br />Councilmember Mills cautioned staff to delay zone changes in,the area pending widening of the <br />SRo55/I-405 intersection. <br /> <br />Councilmember Lutz requested staff work with Sandpointe residents to refurbish and paint the <br />Neighborhood's wall fronting on Main Street. <br /> <br />CITY COUNCIL MINUTES 259 AUGUST 19, 1996 <br /> <br /> <br />
