Proposal for the Anaheim /Santa Ana Homeland Security Exercise and Evaluation <br />Program- Year 2 <br />1. STATEMENT OF THE REQUIREMENT <br />The Anaheim and Santa Ana Police Departments have requested support in the design <br />and development of year 2 of the three -year Homeland Security Exercise and <br />Evaluation Program. The year 2 exercise program will consist of 11 exercises of varying <br />types and a review of jurisdictional emergency plans (32 plans total) for NIMS <br />compliancy. The 11 exercises depicted in the cost proposal will serve as a baseline of <br />exercise activity, which can be modified if requested. <br />The exercise program will seek to build upon the tabletop exercises conducted in year 1 <br />and remedy the major jurisdictional issues identified by the tabletop series. More <br />specifically, the year 2 program will: <br />1) Provide the Combined Urban Areas with an opportunity to exercise command <br />and control in response to a high explosive terrorist event. <br />2) Review and discuss the Urban Areas ability to identify, analyze, report, and <br />disseminate terrorist threat information /intelligence. <br />3) Practice mass fatality and evidence collection operations. <br />4) Provide Incident and Unified Command training to Urban Area jurisdictions. <br />5) Review and discuss the plans, policies, and procedures for responding to and <br />recovering from a Radiological Dispersal Device (RDD) attack. <br />6) Review of the reasons why emergency plans fail. <br />7) Provide Urban Area hospitals with an exercise series that will provide training on <br />the incident command system, command and control operations, and mass <br />casualty or decontamination operations. <br />2. TYPES OF TASKS REQUESTED <br />URS /EG &G will provide staff skilled in training course development and exercise <br />design, development, and conduct to assist the Anaheim /Santa Ana Urban Area with <br />year 2 of the their exercise program. URS /EG &G support personnel will participate in <br />planning meetings and assist the Anaheim /Santa Ana Urban Areas with determining the <br />objectives and the scope of the individual exercises. The URS /EG &G exercise team will <br />produce and distribute materials necessary for the conduct of training and exercises in <br />sufficient number for all exercise events. In support of the exercise program, <br />URS /EG &G will train, brief, and coordinate exercise evaluators participating in the <br />exercise. Moreover, URS /EG &G will provide exercise personnel to assist in the <br />facilitation and control of the exercise, facilitate hot wash debriefs, collect and analyze <br />feedback from the exercise evaluators, and prepare the After Action Report (AAR). <br />JA27656118 Anaheim HSEEP Y2 \Admin \Proposal \Orange Y2 Prop Final -Rev 2006- 09.doc i <br />
