3. PROPOSED SCOPE OF WORK <br />URS /EG &G will provide exercise support teams (EST) to work with the Anaheim /Santa <br />Ana Urban Areas to plan, design, and conduct year 2 of the exercise program. The <br />actual scheduling of the individual exercises within the exercise program will occur in <br />conjunction with the Urban Area design team following contract modification. All <br />exercise activity will be completed by June 15, 2007 and the final deliverables will be <br />provided by June 29, 2007. The ESTs will provide the following services in support of <br />the development and conduct of the exercise program: <br />A. Urban Area High Explosive Functional Exercises. The Urban Area High <br />Explosive Functional Exercise Series will consist of two- regional functional <br />exercises. Jurisdictional participation in both exercises will be determined by the <br />Urban Area design team, but will likely follow the same regional methodology <br />used for the tabletop exercises, which divided the 34 cities into two regions- north <br />and south. Responsibility for the each region will remain with the cities of <br />Anaheim (North) and Santa Ana (South). Each exercise will use a common <br />scenario modified to support each region that will enable the participating <br />jurisdictions to practice command and control functions in response to a high <br />explosive terrorist attack. URS /EG &G envisions each exercise will be a one -day <br />exercise with a duration to be determined by the Urban Area exercise design <br />team. <br />B. Prevention Tabletop Exercise. The Prevention Tabletop Exercise will be a <br />three -hour, discussion -based exercise with participation from operational, <br />regional and state law enforcement intelligence agencies and departments. The <br />exercise will afford participants with the opportunity to discuss current terrorism <br />prevention activities; intelligence analysis and dissemination at the operational, <br />regional, and state levels; and how terrorism intelligence analysis and <br />dissemination can be improved. <br />C. Mass Fatality and Evidence Collection Drill. The Mass Fatality and Evidence <br />Collection Drill will be a one -day, eight -hour exercise that will focus exclusively <br />on mass fatality and evidence collection operations. The Urban Area exercise <br />design team will determine the participating agencies and levels of participation. <br />D. Incident Command /Unified Command Workshop. The Incident <br />Command /Unified Command (IC /UC) Workshop is a one -day, 5 -hour exercise <br />that provides participants (fire and law enforcement) with an overview of incident <br />command, a case study of incident command /unified command operations, and <br />practical application of unified command. This workshop does not levy a heavy <br />time commitment from the participating agencies (two design team meetings <br />lasting no more than 1 '/z hours each) and can be delivered multiple times. <br />E. Radiological Dispersal Device (RDD) Tabletop Exercises.
