- commended the Santa Ana Police Department on its successful "Don't <br /> Shoot" campaign that has resulted in a continuing decline in incidents <br /> involving illegal discharge of firearms during the 1996 Christmas/New <br /> Year holiday period; and <br /> <br />- expressed concern that "cross-outs" of one group's graffiti by a second <br /> group may reflect an escalation in gang activity. <br /> <br />Councilmember Espinoza: <br /> <br /> - echoed Moreno's comments regarding reduced gunfire; <br /> <br /> - reported an increase in graffiti along Raitt north of Warner, east of Raitt <br /> and Warner, and along Edinger to Raitt; <br /> <br /> - requested staff provide a status report on the City's program to reward <br /> persons who reported graffiti incidents; and <br /> <br /> - wished the community a Happy New Year. <br /> <br />Councilmember Franklin: <br /> <br />requested an update at a future Council meeting regarding Caltrans' <br />progress on the Interstate-5 widening project landscaping and disposition <br />of remnant parcels; <br /> <br />- asked staff for information regarding installation of service club identification <br /> signs at major City entryways; <br /> <br />- requested increased enforcement against graffiti; and <br /> <br />suggested the Planning and Building Agency customer satisfaction survey <br />program be modified to return survey responses to the City Council <br />instead of the Agency. <br /> <br />Councilmember Lutz: <br /> <br /> - requested a Police Department report on the recem escalation of graffiti; <br /> <br /> - asked for a status report on the Tacos El Unicos project at 1100 N.
