In response to Councilmember Espinoza's inquiry, Public Works Agency (PWA) Executive <br />Director Jim Ross indicated the delay in repaving Second Street between Bristol and Flower <br />Streets was due to a problem with the contractor and that he would provide Espinoza with the <br />new project completion date the next day. Espinoza also reported uneven pavement throughout <br />the Laurelhurst Neighborhood. <br /> <br />In response to Councilmember Moreno's inquiries, PWA Executive Director Jim Ross reported <br />that due to pending deregulation of public utilities, Southern California Edison was no longer <br />interested in advancing funds for undergrounding utilities; and City Manager David Ream <br />indicated he would meet with Moreno to clarify staff's revenue projections from conservation- <br />based water rates. Moreno suggested the Police Department run a "sting" operation against <br />prostitution on North Main Street. <br /> <br />Mayor Pulido thanked Councilmember Lutz for assisting with California Arts Council Director <br />Barbara Pieper's recent tour of Santa Ana. Pulido also reported he was leading a privately- <br />funded trade delegation to Mexico the week of April 14 and invited businesses that wished to <br />be part of the delegation to call the California Office of Trade and Commerce in Mexico City at <br />011-525-533-1111. <br /> <br />RECESSED TO CLOSED SESSION - ROOM 147 - 10:43 P.M. <br /> <br />The Brown Act permits the City Council to discuss certain matters without members of the public <br />present, provided the items to be discussed are posted 72 hours prior to the City Council meeting. <br />The following items were received for the April 7, 1997 Council meeting. <br /> <br />95.A. <br /> <br />CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION pursuant <br />to Government Code Section 54956.9(a) <br /> <br />Raphael, et al v.
