COMMENTS <br /> <br />90.A. PUBLIC COMMENTS <br /> <br />Sean Mill noted the previous Council minutes did not ioclude his comments regarding the "graffiti <br />school" at Koo's Cafe, stated his opposition to public funding of the arts, and suggested public <br />arts monies be spent on "at-risk" youth. <br /> <br />John Wesson thanked Councilmember Tom Lutz for his prompt assistance which quickly resolved <br />a problem at Wesson's mobile home park. <br /> <br />Charles Bordenave opined the City's crime rate had not dropped, the Council leadership was <br />ineffective at controlling the City budget, and that the citizens should wrest control from the <br />bureaucrats. <br /> <br />Mel Vernon reported he had worked extensively with "at-risk" youth groups and found the arts to <br />be an effective tool in increasing this group's ability to communicate. <br /> <br />90.B. CITY COUNCIL COMMENTS <br /> <br />Councilmember Franklin: <br /> <br /> - encouraged attendance at the Floral Park Home and Garden Tour scheduled <br /> for April 27-27; <br /> <br /> - noted portable facilities were being installed in Delhi Park for expanded <br /> Recreation programming; <br /> <br /> - requested a list of City Park deferred maintenance projects; <br /> <br /> - expressed appreciation to the numerous organizations who had participated <br /> in the Santiago Creek greenway clean-up on April 19; <br /> <br /> - asked that traffic signal synchronization on First Street be reviewed; and <br /> <br /> - reported on the success of the April 19 Artists Village opening and noted <br /> turnout has been increasing for these events. <br /> <br />Councilmember Lutz: <br /> <br /> - reported more than 200 volunteers had participated in the "Christmas in <br /> April" project at 12 sites; <br /> <br /> - noted a number of Santa Ana High School students who had exhibits at <br /> the April 19 Artists Village opening demonstrated exceptional talent; and <br /> <br /> - requested City Manager Ream meet with LLC principals preparatory to a <br /> May 5 Council agenda action regarding a downtown 2nd Street project. <br /> <br />CITY COUNCIL MlNUTES 129 APRIL 21, 1997 <br /> <br /> <br />
