Councihnember McGuigan: <br /> <br />- commended the exhibitors sponsored by the Guiding Angels, an Orange <br /> County Probation Department-affiliated civic group which uses art to reach <br /> out to incarcerated youth, for their creative art works at the April 19th Artist <br /> Village exhibition; <br /> <br />- expressed concerns regarding Comcast's plans to install a large number of <br /> cable television "pedestals" in the public right of way and requested staff <br /> investigate. <br /> <br />Mayor Pro Tern Richardson: <br /> <br />- noted two upcoming community events, the Pedal Santa Ana Bike-a-thon <br />and the Kiwanis Pancake Breakfast, were scheduled for Sunday, May 4, 1997; <br /> <br />- reported Michelle Martinez, recently honored by the City Council as the Santa <br /> Ana Boys and Girls Club's "Youth of the Year", had been named Orange County <br /> "Youth of the Year"; and <br /> <br />- requested the Council meeting be adjourned in memory of Downtown Develop- <br /> ment Manager Roger Kooi who passed away on April 8, 1997. <br /> <br />Councilmember Ted Moreno: <br /> <br />- reported he and Police Chief Paul Walters had participated in the Leukemia <br /> Society's recent fundraiser that netted $13,000 for the organization; <br /> <br />- asked City Manager Ream to investigate the feasibility of providing discount <br /> rates to senior citizens for cable television services; and <br /> <br />requested increased Police enforcement against prostitution and transvestism <br />on North Main Street. <br /> <br />Councilmember Espinoza expressed concerns that Comcast residential cable hook-ups are <br />charged on a per home basis in other cities, but charged per individual hook-up in Santa Ana and <br />requested the City Manager investigate. <br /> <br />CLOSED SESSION - ROOM 147 - 11:35 P.M. <br /> <br />The Brown Act permits the City Council to discuss certain matters without members of the public <br />present, provided the items to be discussed are posted 72 hours prior to the City Council meeting. <br />The following items were received for the April 21, 1997 Council meeting. <br /> <br />95.A. <br /> <br />CONFERENCE WITH LEGAL COUNSEL - EXISTiNG LITIGATION pursuant <br />to Government Code Section 54956.9(a) <br /> <br /> Raphael, et al v.
