The Council discussed the rate increases and the motion at length covering several issues <br />including but not limited to the age of the City's sanitation infrastructure; system capacity needed <br />to serve a larger and growing population; feasibility of using District reserves to fund system <br />maintenance and improvements; timing, magnitude, and geographic distribution of the rate <br />increases; dissemination of new rate information; annual review of sanitation fees; and concerns <br />on equity, health, and safety. <br /> <br />Substitute <br />Motion: Table item indefmitely. <br /> <br />MOTION: Richardson <br /> <br />SECOND: Lutz <br /> <br />VOTE: <br /> <br />AYES: Franklin, Lutz, McGuigan, Pulido, Richardson <br />NOES: Espinoza, Moreno <br /> <br />ABSENT: None <br /> <br />COMMENTS <br /> <br />90.A. <br /> <br />PUBLIC COMMENTS <br /> <br />Desi Reyes suggested utility lines along Linwood and Sunset by moved underground as part of <br />the 17th Street improvements and expressed concerns regarding the sanitation district rate <br />increases. Councilmember McGuigan invited Reyes and other interested persons to tour the <br />sanitation district facilities with her. <br /> <br />Charles Bordenave expressed several concerns including but not limited to employee lay offs, <br />Councilmember block voting on agenda items, trash contract rates, board and commission <br />appointments, and low income housing programs. <br /> <br />90.B. <br /> <br />CITY COUNCIL COMMENTS <br /> <br />Councilmember Espinoza: <br /> <br />- reported attending the closing ceremonies of the South Coast Girls softball <br /> league at Thornton Park and commended City staff and league boardmembers for <br /> a job well done; and <br /> <br />- requested staff look into a vacant lot trash problem along south Bristol <br /> between Wilshire and Edinger. <br /> <br />In response to Espinoza's query, City Manager Ream indicated staff plans to use the City's <br />landscaped median maintenance contractor to clean up old buildings that had been burned by the <br />Fire Department. <br /> <br />Mayor Pro Tem Richardson announced the "Keep America Beautiful" Awards ceremonies would <br />be held at the Santa Ana Zoo on the evening of Thursday, June 26. <br /> <br />CITY COUNCIL MINUTES 200 JUNE 16, 1997 <br /> <br /> <br />
