CITY~NAGER \ FILE NUMBER RECOMMENDED ACTION Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to approve an agreement with Millennium Alarm Systems to provide addi tional security cameras and supporting infrastructure at the Main Place Mall in an amount not to exceed $37,648. DISCUSSION The Governor's Office of Homeland Security is distributing federal funding to local governments under the 2005 Buffer Zone Protection Program (BZPP) in the amount of $1,085,810. Funding in the amount of $47,287.50 has been awarded to the City of Santa Ana to secure mitigation measures outlined for the Westfield Main Place Mall. This funding is to be used for the costs of equipment related to enhancing the protection of this identified Critical Infrastructure and Key Resources. Main Place Mall is considered to be a potential terrorist target that has been determined to be of national level importance in the areas of public health and safety, economic and national security, and public confidence. Under the BZPP, the Santa Ana Police Department has prepared a Vulnerability Reduction Purchasing Plan (VRPP) for the identified site, which has been approved by the Governor's Office of Homeland Security and the Federal Department of Homeland Security. This grant funding is to be used to purchase equipment from the Department of Homeland Security's 2005 Authorized Equipment List. 25V -1
