5) La Mirada Headend: <br />Time Warner's commitment to move their Orange County Headend <br />distribution services to the new La Mirada Headend facility in <br />February 2004 has been achieved. This industry standard <br />clustering technology provides new testing procedures for test point <br />calculations for all future proof of performance testing. <br />8. COMMENTS <br />INET: The Santa Ana Unified School District is in the process to move all <br />of its schools from the INET to dedicated T1 lines for data transmissions. <br />This will remove all data services from the INET that was of concern to <br />Time Warner and the City. In light of this re -design, it is recommended <br />for future INET testing that only audio / video testing be performed for <br />the existing video services. <br />9. SUMMARY <br />In summary, Time Warner has fulfilled their technical obligations to the city <br />and the FCC regarding testing. With the new build complete, Time <br />Warner's future testing should continue to improve through the use of the <br />fiber hybrid technology. Time Warner is providing two-way services that <br />include voice and data services (i.e., cable modems) to the city of Santa <br />Ana. There are no FCC standards or test requirements for data services at <br />this time; however, if broadband data becomes a mainstream commodity, <br />there will be a need to address a level of standard service agreement <br />requirements for adherence between Time Warner and the City. <br />10. OBSERVATIONS <br />Time Warner is using GPS (global positioning satellite) technology for on <br />time tracking of their technical and installation vehicles and their CLI <br />monitoring. This has improved their performance in productivity and <br />ability to isolate and repair cable system leaks. Time Warner has <br />provided and is included in the report, an extensive and detailed scope of <br />the CLI testing procedures used for the city of Santa Ana. <br />CSG finds Time Warner to be in compliance to the testing requirements <br />of the FCC rules at Section 76.601 (e.g. timing of tests, type of tests, <br />number of test points, location of test points, etc.).
