Unallowable Costs Guidance <br /> <br />Several costs are strictly prohibited under FY05 HSGP. Grantees should contact their <br />OOP Preparedness Officer for guidance and clarification. <br /> <br />Construction and Renovation <br />Construction and renovation is generally prohibited, except as noted above under <br />Construction and Renovation Guidance on page 39, Such construction and renovation <br />shall be strictly limited and allowable when it is a necessary component of 1) a security <br />system at critical infrastructure facilities or 2) an EOC. <br /> <br />Hirina of Public Safetv Personnel <br />Except for EMPG, HSGP is not intended as a hiring program and funds may not be <br />used to support the hiring of sworn public safety officers for the purposes of fulfilling <br />traditional public safety duties or to supplant traditional public safety positions and <br />responsibilities. ODP Resources and Support <br /> <br />To assist grantees with program activities, OOP has several support mechanisms <br />available to grantees, <br /> <br />Role of ODP's Preparedness Officers <br />Throughout the project period, OOP Preparedness Officers will work closely with state <br />and local officials in assigned states and territories to assist agencies in enhancing their <br />homeland security preparedness through planning, training, equipment acquisition, <br />exercises, and technical assistance. Preparedness Officers will be in continuous <br />contact with the SAAs and local officials, and should be considered as the primary point <br />of contact within OOP for addressing questions, concerns, general issues, and <br />accessing specialized expertise, <br /> <br />Centralized SchedulinQ and Information Desk ICSID) Help Line <br />CSIO is a non-emergency resource for use by state and local emergency responders <br />across the nation. CSIO provides general information on all OOP programs and <br />information on the characteristics and control of CBRNE materials, defensive <br />equipment, mitigation techniques, and available federal assets and resources.
