<br />FY05 HOMELAND SECURITY GRANT PROGRAM - VERSION 2.0. 12-22-2004 <br /> <br />V. AWARD AND REPORTING REQUIREMENTS <br /> <br />A. Grant Award to State <br /> <br />Upon approval of the application, the grant will be awarded to the respective SAA. This <br />date will be known as the "award date," The state's obligation period must be met <br />within 60 days of the award date. See Appendix B: Sample Award Package for <br />additional information. <br /> <br />Required Submissions: Signed award document and special conditions returned to <br />the OJP OC. <br /> <br />B. Initial Strategy Implementation Plan (ISIP) and State Obligation <br />of Grant Funds <br /> <br />While line item budget detail worksheets do not need to be submitted as a requirement <br />of this grant, states must maintain complete and accurate accounting records, and must <br />make those records available to DHS upon request <br /> <br />ODP will track the 60-day obligation time period and will require each grantee to submit <br />an ISIP no later than 60 days after the grant award date, The ISIP will certify that the <br />grantee has complied with all HSGP pass-through requirements, and will demonstrate <br />how the grantee's spending plan supports the goals and objectives of the State or <br />Urban Area Homeland Security Strategy, Completion of this report will require that <br />states work closely with local jurisdictions to ensure that local and state expenditures <br />are synchronized with the goals and objectives identified in the State or Urban Area <br />Homeland Security Strategy (see Appendix 0: Guidance for ISIP/BS/R for details). <br />Failure to provide this information within 60 days of receipt of funds may result in ODP <br />withholding grant funds from further obligation and expenditure, <br /> <br />Required Submissions: ISIP, <br /> <br />C. Drawdown of Funds <br /> <br />Following acceptance of the grant award and release of any special conditions <br />withholding funds, the grantee can drawdown funds up to 120 days prior to expenditure <br />through the ASAP, PAPRS or LaCES payment systems. See Drawdown of Funds <br />guidance on page 22. <br /> <br />In support of our continuing effort to meet the accelerated financial statement reporting <br />requirements mandated by the U.S. Department of the Treasury and the Office of <br />Management and Budget (OM B), payment processing will be interrupted during the last <br /> <br />DEPARTMENT OF HOMELAND SECUR(TY I OFFICE FOR DOMESTIC PREPAREDNESS <br /> <br />58 <br /> <br />
