Key findings from WRJ Group's "The Information and Communication <br />Technology Comprehensive Economic Development Strategy" study were discussed. <br />Jill Dominguez will meet with the WiFi team in order to further enhance the City's <br />economic development efforts as it relates to the evaluation, development, and <br />deployment of WiFi technology. <br /> <br />Online Payments Discussion <br />Christine Calderon discussed the costs related to in-house payment processing with the <br />bill print component outsourced for municipal utility services. She provided a first year <br />cost of $127,175 and on-going yearly cost of $140,592. She also provided two <br />scenarios outlining the funds that could be recovered if the 50 cent ACH and 3.15 credit <br />card fees were passed along to the users of the service, at both 15 and 25 percent <br />participation levels. The water rate has not been raised since 1987. As a means of <br />generating revenue to pay for the online payment program, increasing the water rate by <br />37 cents to the average resident was proposed, This would result in additional revenue <br />of $167,707 annually, Councilmember Bist asked that staff come back to the next <br />
