<br />meeting with proposals that included a mix revenue source of a partial fee imposed on <br />the residents using the service and a reduced increase in the water rate. <br /> <br />Community Marketing Through Video Technology Update <br />Gerardo Mouet provided a brief re-introduction of the City's interest in utilizing video <br />technology to enhance its community marketing efforts. Robert Carroll gave an <br />overview of the presentation delivered at the last meeting regarding the City's Request <br />for Proposal process and evaluation outcomes. The two vendors, Keycode Media and <br />CCN made their own presentations, highlighting key aspects of their expertise, <br />technologies and software applications As requested at the previous meeting, staff <br />provided an analysis of potential funding sources for this program. Sources included <br />revenue received or anticipated from Adelphia and the ATS Cell Tower agreement. <br />The proposed funding plan identified sufficient funding sources to cover the cost of the <br />Keycode proposal for a period of three years. The CCN proposal could not be funded <br />with the sources identified. Council member Bist directed staff to provide an update on <br />the ATS Cell Tower agreement at the next meeting in order to more clearly asses <br />projected revenues and timelines. <br /> <br />City Council Meeting Webcasts Update <br />Tom Gergen demonstrated the City's website that broadcasts Adelphia Channel 3, <br />including the City Council Sessions. The site can support approximately 200 concurrent <br />internet viewers and provides a medium quality video. The cost of implementing this <br />solution was minimal. The solution does not provide archival capabilities and playback <br />on demand. Tom discussed utilizing outside vendors to handle the Internet based <br />transmission of City Council meetings that could achieve archiving and playback <br />capabilities.
