Direct the City Attorney to prepare and authorize the City Manager <br />and Clerk of the Council to execute an agreement with The Planning <br />Center to prepare an Environmental Impact Report (EIR) and related <br />technical studies for the Village Green mixed-use residential <br />development in an amount not to exceed $245,000, pending receipt of <br />funding from developers. <br />2. Approve an appropriation adjustment recognizing $245,000 in the <br />2006-2007 FY revenue account for environmental review fee for the <br />Village Green mixed-use residential development (account no. 11-01- <br />5452-114) and appropriating $245,000 to the Planning and Building <br />Agency 2006-2007 FY budget allocation in the account for contractual <br />services (account no. 11-505-6291) for payment to The Planning <br />Center. <br />DISCUSSION <br />Staff has been working with Sun Cal-Heritage Village, LLC, who wish to <br />pursue a residential mixed-use project at 2833 North Bristol Street. <br />Staff has prepared a preliminary environmental analysis and identified a <br />number of potentially significant environmental impacts that could be <br />associated with the implementation of the proposed project. Therefore <br />the preparation of an Environmental Impact Report (EIR) for the project <br />is required. Sun Cal-Heritage Village, LLC agreed to pay for the cost of <br />these studies and will be funding the recommended contract in its <br />entirety. <br />Staff is recommending a sole source agreement for this project with The <br />Planning Center due to the technical expertise that they have in <br />environmental analysis for complex projects. The Planning Center <br />previously prepared environmental documents for projects throughout the <br />City. This contract will continue to build on that successful effort. <br />25B-1 <br />
