Agreement with The Planning Center <br />December 4, 2006 <br />Page 2 <br />The City received two proposals from environmental firms, including EIP <br />Associates and The Planning Center. Though both firms were found to be <br />capable, staff in consultation with the applicant found The Planning <br />Center to be most competitive. The Planning Center has successfully <br />completed numerous other planning and environmental studies on behalf of <br />the City of Santa Ana. Further, The Planning Center is included in the <br />City's list of qualified environmental consultants and is not under <br />contract with the City or the applicant on any other project. Staff <br />recommends that The Planning Center be selected to prepare the <br />Environmental Impact Report for the Village Green mixed-use residential <br />development. The total amount would be $245,000. <br />Environmental Impact <br />The awarding of a contract for preparation of an environmental impact <br />report is statutorily exempt from CEQA. <br />FISCAL IMPACT <br />The applicant for the project, Sun Cal-Heritage Village, LLC, will <br />deposit the full amount of the contract with the City of Santa Ana, in a <br />special account for the proposed project. The appropriation adjustment <br />will increase the anticipated revenue in the special revenue account for <br />the project (account no. 11-01-5452-114) by $245,000 and increase the <br />Planning and Building Agency allocation for contractual services by <br />$245,000 (account no. 11-505-6291) for payment to The Planning Center. <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />~~~~~ <br />Ja M.
