90.13. CITY COUNCIL COMMENTS <br />Councilmember Moreno: <br />noted the State legislature had recently approved legislation that would allow the City <br />to more efficiently police abandoned shopping carts and inquired as to the effective <br />enforcement date (January 1, 1999 per the City Manager); <br />expressed appreciation to Congresswoman Loretta Sanchez for her assistance in <br />helping the City to obtain approximately $5 million in Federal funds for street <br />improvements; <br />indicated his intention to continue to advocate for Delhi Park and other infrastructure <br />improvements, and <br />• requested the Bowers Museum docents be recognized for their outstanding volunteer <br />service at a future Council meeting. <br />Councilmember Richardson: <br />noted long-term City resident, WWII veteran and Pearl Harbor Survivor Miles Leach, <br />had appeared in an Orange County Register article regarding the commissioning of the <br />USS Pearl Harbor into the Navy's fleet, and thanked Miles and other veterans for <br />serving their country, <br />• reported the Santa Ana Historic Preservation Society's seventh annual Home and <br />Garden tour last weekend had been a great success, and <br />applauded the Mayor and staff on their diligent efforts to secure funding for street <br />improvement projects. <br />Councilmember McGuigan: <br />echoed Richardson's comments regarding Miles Leach; <br />asked the Community Development Agency to explore means to improve sidewalk <br />cleanliness in the Downtown, and <br />reported the 1998 Orange County Jazz Festival at the Santa Ana Zoo over the <br />Memorial Day weekend had been very successful and congratulated staff, particularly <br />Community Events Coordinator Donna Schultz, and volunteers on their contributions <br />to its success. <br />Councilmember Lutz: <br />also commented on the success of the Jazz Festival, <br />CITY COUNCIL MINUTES 163 JUNE 1, 1998 <br />
