1. Introduction <br />Santa Ana Police Department, California, (Santa Ana) is interested in purchasing a site <br />license for the Commsys ConnectCICT'" Transaction Workflow Engine (TWE) and the <br />appropriate ConnectCIC Modules. This site license will allow ConnectCIC to act as <br />middleware for any software application that requires integration to the OCATS Regional <br />Message Switch that the agency implements. The OCATS regional message switch <br />facilitates access to the OCATS regional systems, CLETS, NCIC, and Nlets supported <br />systems. <br />2. Scope of Work <br />Since this site license is being requested after a current vendor, Positron, Inc., has already <br />purchased and paid for the ConnectCIC modules necessary to support their integrated <br />interface to OCATS, the site license cost will be adjusted to reflect such. However, if <br />Santa Ana wishes to have the ConnectCIC portion for Positron rolled into the site license <br />and Positron agrees, this quote can be modified to accomplish this as well. <br />Previously to vendors, Abbey Group Consultants and Visiphor Consulting Services, <br />CommSys provided separate quotations to support the modules in ConnectCIC that were <br />necessary to facilitate their integration to OCATS/CLETS/NCIC/Nlets. In order to <br />ensure the Santa Ana site license will have the necessary ConnectCIC modules to <br />accommodate these vendor applications and additional vendor applications over time, the <br />following is proposed for this site license: <br />1. ConnectCIC Transaction Workflow Engine (server component), V. 2.0 -one <br />instance that supports multiple vendor connections for Santa Ana applications. <br />2. OCATS Basic I~uiry Module -- (see Appendix A for transactions supported). <br />3. Data-Mining Module -provides parsing for a subset of identified fields (i.e. <br />NCIC return data for Article, Boat, Gun, Person, and Vehicle information) that <br />vendors can readily use to integrate more easily into their application (entire <br />return comes back in a block and is always provided). <br />4. Meta-Data Module -provide forms definitions for each message transaction <br />indicating form and field requirements. If used updates can be dynamic For the <br />vendor eliminating the need for code changes if a transaction changes. <br />5. Expanded Inquiry Moduee -- (see Appendix B for transactions supported) -these <br />are additional inquiry transactions beyond what is supported within our basic <br />query modules, examples are criminal history and other specialized systems such <br />as gang/terrorists, securities, domestic violence, super queries, etc. <br />6. Basic Entry/Modifv Module (see Appendix C for transactions supported) -these <br />are transaction that provide the option to enter, modify, locate, clear, and cancel <br />records. <br />7. Unlimited vendor connections to ConnectCIC for Santa Ana Police Department <br />Applications -- vendor must be providing an application for Santa Ana Public <br />Safety (multi-connection module). <br />8.
