1+; DMJM HARRIS AECOM <br />Bridge Structural Design Services <br />The following exploration program has been developed <br />for this project: <br />Design <br />Approximate D. 1 <br />Retaining Walls <br />3 <br />60 <br />Bridge "Abutments" <br />2 <br />90 <br />Area <br />Bridge Piers (inside <br />2 <br />75 <br />the river) <br />The above exploration program will be summarized on a <br />Boring Location Map and this map will be used to process <br />for encroachment permits. Permits will be secured from the <br />City of Santa Ana, Orange County Flood Control, Orange <br />County Health Services (OCHS) and Corps. Atruck-mounted <br />hollow -stem auger drilling rig will be used to perform the field <br />exploration. Traffic control will be required for soil borings <br />on First Street. After logging and sampling are completed, <br />the spoils from the boreholes will be stored inside 55 -gallon <br />drums, tested and removal from the site by a certified hauler. <br />The OCHS will require that boreholes be trended with cement <br />grout which add time (and cost) to the drilling operation. <br />Bulk samples of near -surface soils will be collected for R -value <br />and maximum density tests. Generally, a split -spoon sampler <br />will be used at an interval of 5 feet, alternating between a <br />California Drive sampler and a Standard Penetration Test <br />(SPT) sampler, to collect relatively undisturbed and disturbed <br />samples for additional soil laboratory testing. <br />• Results obtained from the field investigation and laboratory <br />testing program will be used to establish idealized soil <br />profiles and design strength parameters for bridge and wall <br />foundation design. Flexible composite or rigid pavement <br />structural sections will be designed based on R -values <br />obtained from the laboratory tests and Traffic Indices <br />provided by you, using either the Caltrans or Orange <br />County Highway Design Manual method. <br />• One report will be prepared for the entire project. This report <br />will present results of field investigation and laboratory <br />testing, engineering analyses and recommendations for <br />pavement design, and bridge and wall foundations. <br />2.3 Design Development - DMJM Harris will develop <br />the preliminary alignments which will evaluate potential <br />functional improvements or cost savings. These documents <br />will be submitted for the City's approval to move into the <br />final design phase: These efforts include: <br />2.3.1 Geometric Approval Drawings: Horizontal alignments <br />will be established for First Street, and will evaluate the <br />walls, slopes, and access road alignments. Any right-of-way <br />requirements will be reflected on these drawings. <br />2.3.2 Landscaping Development: A landscape re- <br />establishment strategy will be prepared to address the affected <br />landscaping along the river trail as well as the graded slopes <br />along First Street. This strategy will reflect the restoration of <br />the existing landscape as well as provide a conceptual strategy <br />for the restoration of the irrigation system. <br />2.3.3 Construction Staging: Alternatives will be generated <br />for the maintenance of vehicular traffic, ingress/egress to <br />all adjacent parcels, and to minimize impact to the adjacent <br />residents. <br />2.3.4 Hydraulics: The hydraulic model from the Corps of <br />Engineers (to be provided by the County) will be revised to <br />match the proposed bridge configuration to determine the <br />impact to the water surface profile. Scour analysis will not <br />be required as the Santa Ana River is concrete lined at this <br />location. <br />2.3.5 Bridge Type Selection: DMJM Harris intends to take a <br />proactive approach to the Type Selection process as it sets the <br />direction of the project and define the final design. Structure <br />type and foundation alternatives will be considered to come <br />up with a cost effective bridge type selection. A preliminary <br />seismic analysis of the portion of the existing structure which <br />will remain to evaluate its seismic performance in conjunction <br />with the new structure will be also completed. <br />DMJM Harris will attend a meeting with City staff to <br />present its recommendations regarding structure type and <br />seismic evaluation of the existing structure portion which is <br />to remain in place. This meeting should just be a pro forma <br />exercise since DMJM Harris team will keep the City's Project <br />Manager informed and will solicit comments throughout the <br />preliminary design process. <br />Draft "General Plan and Foundation Plan" drawings and <br />other supporting information for the preferred alternative <br />will be submitted with a Draft Type Selection Report five (5) <br />working days prior to the meeting for review. DMJM Harris <br />will resolve any comments arising from the Type Selection <br />Meeting and revise the Type Selection report accordingly. <br />Our planned deliverable at this stage will be five (5) copies of <br />the Type Selection Report with General Plan and Estimate. <br />2.3.6 Preliminary Cost Estimates: A rough order of <br />magnitude construction cost estimate will be prepared for <br />the refined alternative. <br />Task 3 — PS&E Preparation <br />The project plans will be developed in Microstation, with all <br />supporting documentation prepared in the Microsoft Office <br />Suite of products. The standard City border will be utilized <br />on the plan set. As the project plan set will be significant <br />in size, DMJM Harris will prepare the project plans in a <br />manner that is legible and can be reviewed at half -scale on <br />11x17 material. The requisite reduced and full-size sets as <br />identified in the RFP will be made at the 60%, 90%, 100% <br />and final submittal milestones. <br />3.1 General Sheets — The title sheet will depict the project <br />title, location and vicinity maps, signature blocks, and <br />benchmark.
