Foreword: Director's Message to Grant Recipients <br />The need to enhance our emergency management system was recognized in the Governor's <br />Executive Order (5- 02 -05) and demonstrated in the lessons learned from the Katrina and Rita <br />disasters. The Emergency Management Performance Grant (EMPG) program provides an <br />opportunity to achieve greater integration of these emergency management systems. This year <br />the integration of SEMS and NIMS can be supported by: <br />• Formally adopting NIMS in a manner consistent with SEMS <br />• Completing NIMCAST baseline assessment/implementation plan <br />• Developing and enhancing a public information system consistent with NIMS <br />• Inclusion of private sector, non - governmental and volunteer organizations in all phases of <br />emergency management <br />• Developing communications and data interoperability standards <br />• Inventorying assets to conform to homeland security resource typing standards <br />• Conducting at least one operational area (OA) council meeting annually <br />• Participating in MARAC and SEMS Specialist Committee meetings <br />• Establishing a regular EOP review cycle and maintenance plan <br />• Participating in SEMS/NIMS training and implement an all- hazards, progressive exercise <br />program <br />• Establishing or enhancing duty officer systems and procedures <br />• Developing after action reports that incorporate corrective actions <br />The Governor's Office of Emergency Services is providing this guide to assist with the <br />application process, and will be available to provide technical assistance throughout the grant <br />process. We look forward to continuing to work with each and every one of the Operational <br />Areas on this program.
