<br />a. AnnualObiectives. The system shall include a list of outcome- <br />based, measurable objectives to be achieved that have been <br />mutually agreed upon between the Appointing Authority and <br />each individual manager subject to his or her authority. <br />b. Manaaerial Behaviors. In addition to his or her performance <br />in achieving agreed-upon objectives, each Middle <br />Management employee shall also be evaluated for his or her <br />managerial behavior performance, including such behavior as <br />job knowledge, leadership, personnel management, fiscal <br />management, customer responsiveness, interpersonal skills, <br />communication (oral or written), teamwork, analysis, problem <br />solving, decision-making, judgment, planning/organization, <br />management control, creativity, initiative, and application of <br />continuous improvement principles. <br />4. Performance Evaluation Guidelines. <br />a. The Executive Director shall annually evaluate the <br />performance of each of his or her subordinate Middle <br />Management employees to determine their individual eligibility <br />for a performance increase and how much such increase, if <br />any, will be. Such annual performance evaluation shall occur <br />immediately following each individual Middle Management <br />employee's employment anniversary date and coverthe twelve <br />(12) month period preceding that date.
