REMOVAL OF WARD 1 BOARD AND COMMISSION MEMBERS <br /> (MORENO) <br /> <br />WORK STUDY SESSION <br /> <br />WS.A. <br /> <br />OCTA LIGHT RAIL <br /> <br />Public Works Agency Executive Director Jim Ross reported the Orange County Transportation <br />Authority has been conducting an extensive community outreach program regarding a proposed <br />County Light Rail system and that the next phase of the project -- a comprehensive study of "No <br />Build," Locally Preferred Strategy (a 28-mile elevated system) and Low Cost Alternative (the <br />same system at-grade) options -- would begin in 1999. He explained the purpose of the work <br />study session was to ensure that all alternatives regarding transportation routes and modes the <br />City wished to be explored were included within the scope of this study. <br /> <br />Ross then introduced Alistair Baillie and Brian McCarter of the IBI Group who showed slides <br />summarizing the work accomplished on the Urban Rail Project to date, reviewed the Project <br />schedule for 1999, and demonstrated light rail systems in other cities. Baillie explained the at- <br />grade system had a lower initial capital cost ($1.28 billion) than an elevated system ($1.86 <br />billion), detailed the positive and negative attributes of each mode, noted impacts such as traffic <br />and aesthetics would be analyzed for each design alternative, and reviewed potential routes <br />through Santa Ana. McCarter showed slides of light rail systems in Vancouver, San Diego, <br />Portland, and San Jose that demonstrated how those systems had been integrated into the <br />community. <br /> <br />Mel Vernon reported Park Santiago residents were concerned about potential negative impacts <br />on the Neighborhood from the combination of the Urban Rail Project with the proposed double- <br />tracking of the MetroLink line along Lincoln between the City of Orange and 17~ Street. <br /> <br />Councilmember Franklin expressed his intention to meet with neighborhood representatives and <br />Environmental and Transportation Advisory Committee members at the site. <br /> <br />WORK STUDY SESSION <br />CITY COUNCIL MINUTES 366 DECEMBER 21, 1998 <br /> <br /> <br />
