The following persons expressed concerns related to the proposed project including, but not <br />limited to, the Main (as opposed to Bristol) route, traffic impacts, pedestrian safety, cost, <br />elevated versus at-grade, track location in street: <br /> <br />Rita Corpin <br />Jim Butler <br />Jaime Silvar <br />Richard Merritt <br />Vic Edge <br /> <br />Judy Edge <br />Ruben Jusi <br />Dolores Ealy <br />Florence Leach <br /> <br />Councilmembers posed additional questions concerning noise, intersection impacts, child safety <br />particularly near schools, land acquisition for the system, ridership statistics, project economics <br />and hours of operation, and discussed specific aspects of the project. <br /> <br />Baillie, McCarter, and City staffmembers responded to the questions of the residents and the <br />Council. <br /> <br />Councilmember Lutz left the meeting at 8:18 p.m. <br /> <br />Councilmember Bist suggested that Comcast Cablevision broadcast the Orange County <br />Transportation Authority's Rail Project neighborhood meetings. Councilmember Franklin <br />encouraged the Authority to expand its educational efforts by arranging a tour of the San Diego <br />Red Line for neighborhood leaders. <br /> <br />Mayor Pulido emphasized the rail system was in a preliminary phase and that the City needed to <br />keep its options open by exploring all alternatives, including the possibility of elevating portions <br />of the track in Santa Ana. <br /> <br />Motion: <br /> <br />Direct the City Manager to request the Orange County Transportation Authority <br />to include an alternative for the Orange County Rail Project for a one-way, at- <br />grade rail couplet along Main Street and Broadway between La Veta Avenue and <br />Chestnut Avenue, and a one-way vehicular traffic couplet between Washington <br />Avenue and First Street (This alternative also includes the widening of Main <br />Street on the east side between First Street and Warner Avenue to accommodate <br />the at-grade rail and four travel lanes.) <br /> <br />MOTION: Franklin <br /> <br />SECOND: Bist <br /> <br />VOTE: AYES: Bist, Christy, Franklin, McGuigan, Pulido <br /> NOES: None <br /> <br />ABSENT: Lutz <br /> <br />NOT-VOTING: <br /> <br />Moreno <br /> <br />CITY COUNCIL MINUTES <br /> <br />367 <br /> <br />DECEMBER 21, 1998 <br /> <br /> <br />
