Davis <br />said that their commitment to the profession and their abilities were crucial factors in the <br />success that the Santa Ana Jail has enjoyed. <br /> <br />Davis showed a video produced in-house that portrayed every aspect of the new jail which <br />was opened in January, 1997. The video, "Making a Difference: The StoW of the Santa <br />Ana Jail," describes the Community Oriented Policing philosophy of the jail, and provides <br />statistics about the inmates, detention officers, and costs associated with the operation. <br /> <br />Detailed in the video were the annual $9 million revenue generated by contract housing <br />of inmates for the United States Marshall's Office, Immigration and Naturalization Services, <br />and the Probation Department; the over $6 million savings realized thus far by the use of <br />trained, non-sworn staff as opposed to sworn officers; and the $11 million-plus savings in <br />County booking fees based on the number of inmates incarcerated since the opening of <br />the temporary jail in December 1993. <br /> <br />Davis concluded with a discussion regarding compensation inequities existing among <br />jail detention officers and supervisors, and stressed the need for retaining current staff <br />because of the stability they provide. <br /> <br />90.A.
