COMMENTS <br /> <br />90.A. PUBLIC COMMENTS <br /> <br />George Estrada opined the Proactive Rental Enforcement Program should be <br />terminated, and expressed concerns regarding the Santa Aha Unified School <br />District's bond measure for school construction on the November ballot and urged <br />the audience to vote against its approval. <br /> <br />Francisco Villalobos reported the elevator at Park Place Apartments, where he <br />resides, was not functioning and requested Council assistance in making the <br />management address this problem and other health and safety concerns. <br /> <br />Linda Grau urged the Council to take action to reduce the cost and size of <br />govern ment. <br /> <br />Bill Todd presented the Mayor with a plaque that stated the Nation prospered <br />because of Constitutional constraints on government. <br /> <br />90.B. <br /> <br />COUNCIL COMMENTS <br /> <br />Councilmember Moreno <br />· encouraged the Council to take a position on the CenterLine project prior to the <br /> November 2000 election; <br />· expressed concerns regarding uneven pavement in a newly rehabilitated <br /> section of Santa Aha Boulevard (Public Works Executive Director Jim Ross <br /> reported water seepage from the Federal Courthouse could be causing the <br /> problem); <br />· requested staff analyze the intersections of Fourth and Mortimer and <br /> Fifth/Santa Ana Boulevard and Mortimer for possible removal of parking to <br /> increase visibility for pedestrian and traffic safety purposes; and <br />· suggested the Council not scale down the Delhi Park Community Center <br /> project, but build the $7.4 million project originally proposed for the site. <br /> <br />Councilmember Bist <br />· invited the audience to the upcoming Wilshire Square Neighborhood Tea and <br /> Plein Air Festival on October 9 between 11:00 a.m. and 4:00 p.m. in the 1300 <br /> block of South Birch Street; <br />· congratulated Koo's Caf6 on its 5th Anniversary and its attainment of non-profit <br /> status; and <br />· thanked Police Chief Paul Walters and the Animal Control Unit for assistance <br /> in rounding up dogs running at-large in her neighborhood. <br /> <br />Councilmember McGuigan <br />· expressed appreciation to those involved in several recent successful <br /> community events including, among others, the Jazz and Blues Festival, the <br /> Washington Square Home and Garden Tour, and the 1st Anniversary of the <br /> Discovery Science Center; <br /> <br />CITY COUNCIL MINUTES <br /> <br />333 <br /> <br />OCTOBER 4, 1999 <br /> <br /> <br />
