• congratulated Paul Walters on receiving the 1999 Spurgeon Award for <br />extraordinary support and dedication to the Boy Scouts of America <br />Exploring Program and community youth; <br />• commended the sponsors and supporters of the recent Minnie Street <br />Community Health Fair; <br />• asked that the Clerk take appropriate action to excuse Councilmember Bist <br />from the Council meeting; and <br />• again thanked those who had participated in the "Walk a Child to School <br />Day" event. <br />Councilmember Franklin <br />• congratulated the Park Santiago Neighborhood on its recent successful <br />Progressive Dinner and noted the group was also planning a Christmas <br />Home Tour; <br />• thanked Senator Joe Dunn for his efforts regarding resolution of CalTrans <br />bridge height limitation problems; and <br />• expressed support for Measure C, the Santa Ana Unified School District's <br />school bond measure on the November 2 ballot. <br />Mayor Pro -Tern Lutz <br />• requested Code Enforcement investigate possible illegal signs advertising <br />an attorney service on a building on N.
