REC~UEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 5, 2007 <br />TITLE: <br />CONTRACT AWARD FOR ENGINEERING <br />CONSULTING SERVICES <br />/ CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 151 Reading <br />^ Ordinance on god Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney and authorize the City Manager and Clerk of the <br />Council to execute an agreement with Harris and Associates to provide <br />engineering consulting services in the amount not to exceed $57,000. <br />DISCUSSION <br />One of the City's highest priorities is to improve the pavement condition <br />of local streets. These include over 300 miles of residential, collector <br />and industrial streets, a significant portion of which were built in the <br />1950'x. The City's Pavement Management System identifies the City's <br />pavement condition and rates the average condition of our local streets as <br />poor. <br />The City historically has lacked a reliable and consistent funding source <br />to rehabilitate residential streets. To that end, City staff proposes to <br />study options available to bond or generate additional revenues dedicated <br />to our neighborhood streets. <br />City staff has solicited proposals for engineering services. These <br />services are to fully examine the City's Pavement Management System to <br />determine actual costs needed for pavement rehabilitation and repair of <br />sidewalks, ramps, curbs and gutters. These services will include a <br />feasibility study on the City's options for funding these improvements. <br />Qualified firms were contacted and four firms submitted proposals. A <br />committee comprised of city staff from the City Manager's Office, Public <br />Works, Finance and Management Services, and the City Attorney's Office <br />25C-1 <br />
