Moreover, we have a well - developed, in- <br />house quality control plan in place to ensure our services are delivered under budget and ahead of <br />schedule to the satisfaction of our public agency clients. <br />Options Available to the City <br />!N In developing new sources of funding, Berryman & Henigar has the experience and knowledge to help your City <br />select the best options based upon their needs and the desires of property owners. The following describes <br />several of the options that would be reviewed with City staff and the techniques which we would use to select <br />the options with the highest likelihood of success. <br />Revise Existing Revenue Enhancement Programs <br />The City of Santa Ana has several existing revenue enhancement programs already in place. Our project team <br />will review those programs to evaluate if current revenue levels offset the costs of the programs being provided <br />and to determine if revenue levels could be increased. Our experience has shown that if property owners or tax <br />! payers perceive that they receive a benefit from the services and the costs is being shared in an equitable <br />manner than they are more likely to support costs increases. <br />!� Look at Formation of Alternative Financing Mechanisms <br />Berryman & Henigar has helped agencies augment existing revenue sources to meet the needs of the <br />community for increased services. Our Project Manager, Dennis Klingelhofer, PE, has helped agencies form <br />►, assessment districts to fund street lighting and assisted the City of San Jose in forming a library assessment <br />district under its Charter City status to provide increased levels of funding for the maintenance of City libraries. <br />He also helped the City of Rohnert Park adopt a Fire Suppression assessment to augment existing revenue <br />sources for public safety services. Our team has also worked with agencies to adopt special taxes for paramedic <br />services, library services, and police and fire services. Based on this experience our Team can assist the City in <br />evaluating the financial alternatives available and identify the right alternative to meet the needs of the City. <br />s <br />Conduct Property Owner Survey <br />APA will develop a survey to gauge property owner understanding and awareness of the City's financial needs, <br />existing assessment districts and to identify the level of increase in assessments that property owners would be <br />most likely to support for specific services. The survey will also evaluate satisfaction with current levels of <br />service and identify those areas where property owners would like to see an increase in services. The survey <br />would be done by conducting a 5 -7 minute telephone interview with approximately 200 property owners within <br />the City. The results of the survey would be summarized and analyzed with a brief report prepared for the City. <br />Conduct Stakeholder Meetinas <br />A series of 3 -5 focus group meetings would be conducted to focus on providing background information to <br />property owners or tax payers about the City's existing financial condition, explain strategies for providing <br />additional source of funding through the establishment of special purpose assessment or tax districts, and to <br />seek input from the community as the first step in developing a recommended strategy or solution. Specific <br />tasks to be performed would include: identifying meeting locations; preparing agendas, presentation materials, <br />and informational handouts; contacting key community groups and recording of comments received. <br />Establish Information Web Page <br />A web page could be developed which contains background information on the assessment districts and the <br />need to find an additional funding source.
