Mr. Jim Ross <br />November 20, 2002 <br />Page 3 of 14 <br />EXHIBIT A <br />Scope of Work <br />The following presents a recommended Scope of Work that includes two (2) phases of work. The first phase <br />will identify the funding alternatives available to the City, and will help the City select the best alternative based <br />upon the needs of the City and anticipated levels of community support. Once the preferred funding strategy <br />has been selected, Phase 2 will included the preparation of the assessment or special tax methodology, <br />necessary reports and property owner ballots if required for adoption of the funding strategy. We have included <br />a preliminary scope of work for Phase 2 based upon the selection of an assessment district. If another <br />alternative is selected we will modify our scope of work based upon the specific requirements for the adoption <br />of the selected alternative. <br />CITY OF <br />SPECIAL DISTRICTS <br />DEVELOPMENT OF i <br />TASK <br />NO. <br />TASK DESCRIPTION <br />DELIVERABLES <br />1 <br />Project Initiation and Identify Funding Needs <br />• Meet with City staff and legal counsel to discuss in detail the expectations of <br />• Meeting Minutes <br />the project, finalize the project schedule and develop a detailed project <br />• Project Schedule <br />schedule. <br />• Financial Alternatives <br />• Update Berryman & Henigar'; current database for the City's including <br />Matrix <br />existing districts, and collect other available data, such as land use <br />information by benefit zone, Assessor's parcel maps, historical budgets by <br />service or activity and any other data which is pertinent to the project. <br />• Identify funding alternatives, by type of service, that are available to the City <br />to provide increased levels of funding for specific services including street <br />lighting, parks, landscape maintenance, library services, fire and police <br />services or other services identified by the City. For each funding alternative, <br />identify enabling legislation, level of approval required (property owner or <br />registered voter) and timeline to implement. <br />• Analyze the city's revenue stream from the existing special charges <br />purpose <br />or assessment and historical budget and maintenance expenditure data. <br />Identify funding shortfall and calculate the increase in charges or <br />assessments that would be required to fully fund existing services at current <br />service levels. <br />• Meet with the project team to discuss the findings to provide the each <br />project <br />team member with a clear understanding of alternatives available to the City, <br />the services currently being funded by the City existing special purpose or <br />assessment districts and the impacts of any changes to the City's existing <br />assessment districts as a result of the passage of Proposition 218. <br />Berryman & Henigar <br />
