I TASK DESCRIPTION (DELIVERABLES <br />Prepare Engineer's Report <br />Prepare the Assessment District Boundary Maps pursuant to the requirements <br />of the Streets and Highways Code. If special benefit zones are required, they <br />will be clearly identified on the Boundary Maps. <br />Submit draft Assessment Boundary Maps to City staff for review and comment <br />prior to finalizing. <br />Prepare draft Preliminary Engineer's Reports for each district based upon the <br />selected benefit spread methodology. The draft Preliminary Engineer's <br />Reports will detail the cost of services, classes of beneficiaries, benefit spread <br />methodology, proposed assessments for the ensuing fiscal year, and the <br />Assessment Boundary Map. <br />At a minimum, the draft Engineer's Report will include: <br />✓ Project introduction and background <br />✓ Estimated expenditures <br />✓ Purpose of the Assessment <br />✓ Limits on expenditures of assessment proceeds <br />✓ Basis of assessment and assessment rates <br />✓ Proposed total assessment for the estimated expenditures from the <br />benefited parcels within the Assessment District <br />✓ Assessment Roll <br />✓ Assessment Boundary Map <br />Submit the draft Preliminary Engineer's Reports to City staff for review. <br />Ensure that the draft Preliminary Engineer's Report is easily readable and <br />legible to the lay person. Write and design a layperson's guide to the <br />Preliminary Engineer's Report. <br />Meet with City staff to receive comments on the draft Preliminary Engineer's <br />Report, and incorporate all comments into the Engineer's Report for City <br />Council Approval. <br />Prepare the Preliminary Assessment Rolls in hard copy in three different <br />formats: (i) by Assessor's Parcel Number, (ii) by owner's last name and (iii) by <br />street name and address. The assessment rolls will contain at a minimum, the <br />assessor's parcel number, owner name, situs address, use code, and <br />assessment amount.
