At a minimum the notice and ballot will include: <br />Sheet <br />• The proposed assessment to be levied on the parcel and its duration; <br />• Frequently Asked <br />• The total assessment to be collected from all parcels; <br />Questions Fact <br />• The basis upon which the amount of the proposed assessment will be <br />Sheet <br />calculated for each parcel; <br />✓ The phone number and address of whom the property owner can <br />contact to receive additional information about the assessment; <br />• The date, time and location of the public hearing to be held regarding <br />the proposed assessment; <br />✓ A statement to advise the property owner that if a majority protest is <br />presented, then the assessment will not be imposed; <br />✓ An explanation of how the ballot should be completed and returned for <br />tabulation; <br />✓ Information to the property owner of the phone number that they can <br />call if they need assistance with translation to another language; and <br />✓ Ballot instructions to the satisfaction of legal counsel. <br />• <br />Develop an Informational Fact Sheet which would, in simple layman's <br />terms, describe what the districts are responsible for, why they were <br />established, identify where the funding goes, explain why we are balloting, <br />and inform the property owners that they have been paying this <br />assessment in the past. The fact sheet would comply with all of the <br />requirements of the FPPC so that it would be informational and not <br />advocate a specific position. <br />• <br />Develop and design Frequently Asked Questions Fact Sheet about the <br />assessment district and Proposition 218 process. <br />• <br />Identify media representatives and opportunities for information <br />dissemination about the project. Develop informational materials and news <br />articles. <br />• <br />Prepare and coordinate the printing and mailing of individual notices, <br />ballots and the fact sheet to all property owners upon whom an <br />assessment is proposed. <br />Berryman & Henigar <br />
