At a minimum the notice and ballot will include: Sheet • The proposed assessment to be levied on the parcel and its duration; • Frequently Asked • The total assessment to be collected from all parcels; Questions Fact • The basis upon which the amount of the proposed assessment will be Sheet calculated for each parcel; ✓ The phone number and address of whom the property owner can contact to receive additional information about the assessment; • The date, time and location of the public hearing to be held regarding the proposed assessment; ✓ A statement to advise the property owner that if a majority protest is presented, then the assessment will not be imposed; ✓ An explanation of how the ballot should be completed and returned for tabulation; ✓ Information to the property owner of the phone number that they can call if they need assistance with translation to another language; and ✓ Ballot instructions to the satisfaction of legal counsel. • Develop an Informational Fact Sheet which would, in simple layman's terms, describe what the districts are responsible for, why they were established, identify where the funding goes, explain why we are balloting, and inform the property owners that they have been paying this assessment in the past. The fact sheet would comply with all of the requirements of the FPPC so that it would be informational and not advocate a specific position. • Develop and design Frequently Asked Questions Fact Sheet about the assessment district and Proposition 218 process. • Identify media representatives and opportunities for information dissemination about the project. Develop informational materials and news articles. • Prepare and coordinate the printing and mailing of individual notices, ballots and the fact sheet to all property owners upon whom an assessment is proposed.
