2. METHODOLOGY i SCOPE OF WORK <br />environmental setting, relevant regional and local planning programs will <br />be discussed to establish whether this project is consistent or <br />inconsistent with applicable planning policies and programs. More <br />detailed descriptions of existing conditions and pertinent policies will be <br />provided, where appropriate, as part of the discussions under each of <br />the specific impact topics in the main body of the EIR. Surrounding land <br />uses will be identified on a vicinity map. Based on information readily <br />available from the City of Santa Ana, development trends occurring in <br />this general area will be described, and any other major development <br />projects planned or proposed in the vicinity will be highlighted. Planned, <br />pending and approved/not built projects throughout Santa Ana will be <br />listed and total development by land use category will be Quantified. <br />Other relevant projects such as infrastructure improvements or <br />community facilities which could have a direct effect upon this project or <br />local growth trends, and which are planned to occur during the time <br />frame of the proposed project, will also be identified. <br />Task 4.2: Discussion of Existing Conditions, Environmental <br />Impacts and Mitigation Measures <br />Each topical section of the document will: (a) describe existing <br />environmental conditions and pertinent regulatory policies and programs <br />that apply to this project, (b) define the criteria by which impacts will be <br />determined to be significant, (c) determine the environmental changes <br />that would result from the project, (d) evaluate the significance of those <br />changes with respect to the impact significance criteria, (e) define <br />mitigation measures to reduce or avoid all potentially significant adverse <br />impacts, and (0 provide a conclusion as to whether significant impacts <br />would remain, even after successful implementation of recommended . <br />mitigation measures. <br />The EIR will be clearly written and will avoid the use of technical jargon <br />so that the document is easily understood. If technical terms need to be <br />introduced for accuracy, they will be clearly defined. The analysis of <br />issues will be thorough,yet concise. Practical and feasible mitigation <br />measures will be formulated which relate directly to the primary and <br />secondary effects identified in the impact sections of the document. <br />Analytical approaches to each of the EIR topics that we anticipate <br />needing to analyze are described in the following pages. <br />Aesthetics/Visual Impact/Shade and Shadow Analysis <br />The proposed project increases the density of the residential uses <br />allowed in the area and allows building heights up to 35 feet adjacent to <br />existing residential uses.
