Reject the bids from Comade, Inc., and Fisher Safety as non- <br />responsive. <br /> <br />2. Award a contract to Aramsco, Inc., for the purchase of four <br />first response portable shelters in the amount of $49,365.96. <br /> <br />DISCUSSION <br /> <br />On September 19, 2005, the City Council accepted a $8.4 million Urban Area <br />Security Initiative grant from the federal Department of Homeland <br />Security, through the State of California, Office of Homeland Security. <br />This initiative was designed to enhance the domestic preparedness of urban <br />areas by ensuring that all emergency first responders have adequate <br />equipment and systems to prevent, respond to and recover from acts of <br />terrorism. The grant provides total reimbursement to local agencies for <br />equipment purchases approved and authorized by the Office of Disaster <br />Preparedness. <br /> <br />The Police Department requires portable shelters to provide the urban areas <br />with capability to respond to Weapons of Mass Destruction (WMD) events or <br />acts of terrorism. When responding to WMD events or acts of terrorism, it <br />may be necessary for first responders to wear protective suits. Rapidly <br />deployable portable shelters will provide the first responders with a <br />location to privately put on and take off the protective suits, as well as <br />a climate-controlled environment in which to recover. The portable <br />shelters will be part of the equipment stored in the WMD cargo trailers and <br />will be strategically positioned throughout the Santa Ana Urban area to <br />facilitate a rapid response to any WMD event or terrorist incident. <br /> <br />22C-1 <br /> <br />
