10 <br />PUBLIC HEARINGS <br />There were no speakers <br />The public hearing closes at 10:12 p.m. <br />Motion: Adopt resolution. <br />RESOLUTION NO. 2000-041 — A resolution of the City Council of the <br />City Council of the City of Santa Ana overruling objections to and <br />confirming the report of the Executive Director of the Planning and <br />Building Agency pertaining to the costs of securing and demolition of <br />various structures declared to be public nuisances; making, confirming <br />and levying assessments for such costs; and ordering a copy thereof to <br />be recorded with the Orange County Recorder - Planning and Building <br />Agency <br />MOTION: Moreno SECOND: Franklin <br />VOTE: <br />ABSENT: <br />COUNCIL AGENDA ITEMS <br />AYES: Bist, Christy, <br />Moreno, (6) <br />NOES: None (0) <br />Pulido (1) <br />Franklin, Lutz, McGuigan, <br />Pursuant to Charter Section 411, any member of the City Council may place items on <br />the City Council Agenda to be considered by the City Council. <br />85.A. SHOPPING CART RETRIEVAL (MORENO) <br />Councilmember Moreno asked Council to consider an ordinance <br />requiring all new stores that build in the City to implement aggressive <br />programs for ensuring that shopping carts are not removed from the <br />store's premises, including installation of locking systems. He further <br />recommended the adoption of an ordinance, similar to one passed in the <br />City of Millbrae, California which requires existing stores to adopt a <br />retrieval program or be forced to install a locking system. <br />Council discussion ensued. Councilmember Christy suggested that <br />these proposals should be referred to the Neighborhood <br />Improvement/Code Enforcement (NICE) Committee for review and <br />recommendation.
